Meet JD

JD Urbach is a lifelong resident of Baltimore County. He and his wife Michele grew up in Dundalk and will celebrate twenty-five years of marriage in 2026. They are the parents of two children. The Urbach family is active in their community and active parishioners of Our Lady of Hope Catholic Church. JD Urbach was named 2024 “Dundalk Citizen of the Year” for his volunteer contributions to the improvement of greater Dundalk.

Professionally, over the past 25 years, JD Urbach has led projects at CareFirst, the Centers for Medicare & Medicaid Services (CMS), McCormick & Company, Laureate Education and Lucent Technologies. A 1993 graduate of Dundalk High School, JD received his B.A. from Drew University and MBA from the Johns Hopkins University. He holds professional designations including the Project Management Professional (PMP)® and PMI Risk Management Professional (PMI-RMP)® credentials.

Community College Leadership

As a Trustee of the Community College of Baltimore County (CCBC), JD understands the tremendous impact that CCBC makes on our communities. CCBC is recognized as a top community college in the nation and has been a leader in the “College Promise” movement, making college affordable for tens of thousands of students. JD served as Board Chair from 2021 to 2025, having been initially appointed to the Board of Trustees by Governor Larry Hogan in 2017. JD was confirmed by the Maryland State Senate and re-appointed in 2022 to a second five-year term.

The Board of Trustees provides general oversight to CCBC including adopting rules and regulations for college operations, approving the college budget, considering and approving academic programs and long-range plans, approving major purchases and the construction and renovation of college facilities.

JD serves on the Association of Community College Trustees (ACCT) Public Policy and Advocacy Committee and Chairs the ACCT Northeast Regional Nominating Committee. He is a past member of the Maryland Association of Community Colleges (MACC) Board of Directors.

Service to Youth

JD Urbach is a 42-year veteran of the Boy Scouts of America (now Scouting America). He served the communities of Southeast Baltimore County as District Chairman (2002-2004) and District Commissioner (2010 – 2011) and continues to serve on the District Committee. His efforts have helped bring Scouting to hundreds of young people in our community. He is currently an Assistant Scoutmaster of Troop 354-Our Lady of Hope. He has previously been a Den Leader, Cubmaster and Committee Member in Pack 8 – Sacred Heart of Mary and Pack 354. He was recognized with the Silver Beaver Award (2004), NESA Outstanding Eagle Scout Award (2020) and named the Baltimore Area Council Alumnus of the Year in 2025.

Community School Leadership

JD Urbach has served the Baltimore County Public Schools (BCPS) as a member of the Southeast Area Task Force in 2015, appointed by the BCPS Superintendent to study economic and workforce development opportunities unique to the southeast area of the county and make recommendations to address gaps within the context of the current curriculum offered by BCPS.

JD Urbach served as a member of the Our Lady of Hope / St. Luke School Board for seventeen years, holding the office of Board President from 2017-2024. The OLH/SL School Board is a deliberative body, providing guidance in the areas of Catholic Identity, Finance, Facilities, Marketing, and Development. The end of J.D.’s tenure coincided with the launch of a new 5 year (2025-2030) strategic plan ensuring the schools continued service to the Dundalk Community through it’s 75th Anniversary in 2030 and beyond.

Patriotic Service

Patriotic Service through the Sons of the American Revolution (SAR): JD Urbach is a National Trustee of the Sons of the American Revolution having previously served as Maryland State President (2024-2025) and as Baltimore County Chapter President (2020-2022). Members of the SAR honor their Revolutionary War patriot ancestors by promoting patriotism, serving their communities, and educating and inspiring future generations about the founding principles of our Country.

Leadership Maryland

In 2024, JD was selected to take part in Leadership Maryland’s “Class of 2024.” The class consisted of 52 business and community leaders from across the state chosen to participate in the professional development program dedicated to building a better Maryland. The Executive Program ran from April to December, and included five, two-day sessions focused on Maryland’s five main geographic regions and the most vital issues impacting economic development, education, health and human services, criminal justice, the environment, and multi-culturalism/diversity across the state. More than 100 experts representing Maryland’s business, government, education, and non-profit communities served as panelists and guest speakers. JD successfully complete the program in December 2024 and has become a Leadership Maryland Life Member.

Selective Service System

In 2006, JD Urbach was appointed by the President of the United States to decide during a draft, who among the registrants in his community will receive deferments, postponements, or exemption from military service based on the individual registrant’s circumstances and beliefs. He is Chair of his local board. His service as a local board member will conclude in April 2026 after the maximum 20 years of service.
